Not yet!
As you know, on August 29, 2012, the SEC proposed rules to eliminate the ban on general solicitation in certain securities offerings. Since then the SEC has been receiving comments and suggestions on its proposed rules; you can view them here.
The SEC still needs to review those comments, decide on any revisions and then publish the final rules in the Federal Register.
Until this occurs, you should follow the existing rules; the existing ban on general solicitation remains!
